A decoding key code corresponding to each digital content is managed by a decoding key code distributing server 110 and a decoding key code publishing server 120 based on a terminal ID which is peculiar to a content decoding apparatus 130, and the decoding key code encrypted by using a scramble code generated based on the terminal ID is distributed to the content decoding apparatus 130. The encrypted decoding key code is decoded using the scramble code generated based on the terminal ID of itself by the content decoding apparatus 130, and the digital content is decoded by the decoding key code.
