Information on metadata showing the features of contents and information on service quality (QoS) when the contents are transmitted are collected from a terminal (contents providing terminal) requesting the contents. When the metadata are notified from a terminal (contents requesting terminal) providing the contents, a terminal (contents providing terminal) requesting the contents specified by the notified metadata and the service quality specified by the terminal are specified by using the colleted information. Based on the terminal and service quality, a communication path having the service quality is set between the terminal requesting the contents and the terminal providing the contents.
