To automatically discharge a large quantity of unit paper sheets accumulated on the paper sheet placing mount of a down stacker device, outside the device, when continuous paper sheets are massively treated by a continuous paper sheet cutting and treating device.

While transferring a continuous paper, it is cut at a unit paper sheet by cutting devices 15a, 15b, 16a, 16b, 17a, 17b, and 18, and these unit papers are accumulated in order on the elevation-possible paper sheet placing mount 25 of a down stacker device 24 to lower the paper sheet placing mount 25 in accordance with accumulated quantity; and when the paper sheet placing mount 25 is lowered to the utmost lowered position, the accumulated unit papers are separated from the placing surface of the paper sheet placing mount 25 to be placed on the discharging and transferring members 51a-51e of a discharge device 50 provided in accordance with the utmost lowered position. Then the unit papers, accumulated by the discharging and transferring member 51a, are transferred in a horizontal direction to be discharged outside the device.
