While an eccentric disk 19 is assembled to an eccentric cam 18, a ring gear 19b of the eccentric disk 19 fits in a pinion 15 exposed from an opening 12a of an input shaft 12. However, in the process of causing the ring gear 19b of the eccentric disk 19 to fit in an outer circumference of the input shaft 12 and inserting it in an axis line L direction so as to assemble the eccentric disk 19 to the eccentric cam 18, the input shaft 12 in front of the pinion 15 interferes with the ring gear 19b and it becomes impossible to position the eccentric disk 19 at a correct position relative to the eccentric cam 18, so that its assembly is disabled. However, since a notch 19d of a depth D greater than a wall thickness T of the input shaft 12 has been formed in a part of the ring gear 19b, the eccentric disk 19 can be positioned and assembled at a correct position relative to the eccentric cam 18 by causing the notch 19d of the ring gear 19b to fit in the input shaft 12 in front of the pinion 15.
