CONSTITUTION: There are provided a torque current detector 4 for detecting the torque current of a motor M which drives rolling rolls R, and a slip detector 7 for detecting any slip occurring between a material W and rolling rolls R on the basis of the torque current. A speed setting device 1A reduces the speed setting value VR of the rolling rolls R until the slip is removed in accordance with the slip detecting signal SS from the slip detector 7.
