The control apparatus 1 includes: a preceding vehicle information acquisition unit 30 that when a hazard lamp 50 is turned on, acquires a preceding vehicle information on a state of a preceding vehicle traveling ahead of an own vehicle M; a speed estimation unit 20 that estimates a speed change of the own vehicle M based on the preceding vehicle information which is acquired by the preceding vehicle information acquisition unit 30; and a turning-off decision unit 21 that determines timing based on which the hazard lamp 50 is turned off based on the speed change of the own vehicle M estimated by the speed estimation unit 20.
