In this control device, a controller comprises an electronic circuit including an automatic/manual selector switch, an arm closing switch, and a time setting member of arm opening operation. The controller has a circuit generating signals exciting the closing solenoid of a pilot solenoid valve with the closing switch on, a circuit discriminating the on-state of the closing switch, and a gate circuit exciting an opening solenoid with the closing switch off.
