To accurately estimate an intake air rate.
In an internal combustion engine provided with a plurality of intake air rate control means 17, 19 and 21 for controlling the quantity of the air to be sucked into a combustion chamber 5 in response to an operation rate of an accelerator pedal 15, a pre-set delay time is given to a response of each of the intake air rate control means corresponding to a change of the operation rate of the accelerator pedal.
