According to the operating state of the internal combustion engine 3, the ECU 2 selects the uniform combustion mode or the stratified combustion mode (steps 87, 92), controls intake air amount during idling operation in the uniform combustion mode (steps 3 to 18), calculates the learned value IXREF of a drive signal value IFBN for controlling the intake air amount (step 19), calculates the drive signal value IFBN according to the learned value IXREF and the engine rotational speed NE (steps 11 to 18), and when the calculation of the learned value IXREF is not completed, prohibits the stratified combustion mode during the idling operation (steps 1, 85, 87, 112, 113, and 117).
