An engine ECU 50 controls that when the internal combustion engine 10 is started, ignition is not started from a specific cylinder 61 most swinging the internal combustion engine 10 in explosion combustion. The initial explosion is not performed in the cylinder 61, therefore, the internal combustion engine 10 is prevented from being greatly swung in the initial explosion when starting without depending on external power.
