The control device for the internal combustion engine includes: an idle stop control means S30 for permitting automatic stop of the internal combustion engine by an idle stop system when a vehicle speed is lower than a predetermined vehicle speed Vth at the time of detecting driver's intention of stopping a vehicle; and a low rotation control means S40 for operating the internal combustion engine at a low idle rotation speed NEa set lower than an engine rotation speed NEidle during idle operation under the condition that power transmission from the internal combustion engine to drive wheels of the vehicle is blocked when the vehicle speed is the predetermined vehicle speed Vth or higher at the time of detecting the intention of stopping the vehicle.
