To improve fuel consumption and exhaust emission control performance by enlarging the lean combustion range of an internal combustion engine.
A fundamental fuel injection rate is calculated according to a demand torque, and an intake air rate is controlled as a lean limit air-fuel ratio when a first operation condition of prescribed low rotation and a low load side is judged (Step 110 to 140, a first control). When a second operating condition of high rotation and a high load side and which is capable of combustion in a rich limit air-fuel ratio is judged, the intake air rate is controlled in a maximum level (Step 150 to 170, a second control). When a third operating condition of its higher rotation and a higher load side is judged, control is carried out so as to make an air-fuel ratio which is set on the basis of its operating condition (Step 180, a third control).
