To suppress occurrence of congestion.SOLUTION: A control device 20 comprises a control unit which sets target speed according to average speed of a first vehicle of at least one of a plurality of vehicles 12 included in a vehicle sequence, outputs instruction data for instructing the set target speed to a second vehicle which is one of the plurality of vehicles 12, compares speed of the second vehicle after outputting the instruction data with the target speed, and determines whether or not to give incentive to a user 11 of the second vehicle on the basis of a comparison result.SELECTED DRAWING: Figure 1A
