When the usual-time congestion decision threshold value has been selected in a step S22, ECU 9 judges 60 km/h or less, in a third gear stage or lower, and 50 km/h or less, in a fourth gear stage or higher as congestion, in a step S14. When the loaded-time congestion decision threshold value has been selected in a step S23, ECU 9 judges 40 km/h or less, in a third gear stage or lower, and 30 km/h or less, in a fourth gear stage or higher as congestion.
