To provide a technique capable of preventing overload in a relay device for communication.SOLUTION: In a control device 20 for controlling a first relay device 12a and a second relay device 12b that can relay communication performed by a terminal, an acquisition unit 24 acquires an amount of communication requested for the terminal, an amount of communication of the first relay device 12a, and an amount of communication of the second relay device 12b.
