A speed ratio calculation part 101 calculates, based on the signals from potentiometers 31 and 32, the angular velocity ratio α of a second boom to an arm at which the second boom is raised and the arm is lowered. Also a second boom angular velocity calculation part 103 calculates the target angular velocity dθ02 of the second boom based on the signals from the potentiometer 14, and an arm angular velocity calculation part 104 calculates the target angular velocity dθ03 of the arm based on the target angular velocity dθ02 and the ratio α of the angular velocity. When an end judgment part 102 and an operation judgment part 105 detect the upper end of the first boom by the independent operation of first boom up operation, command signals are generated and output so that these target angular velocities can be obtained.
