PURPOSE: To prevent the occurrence of an overrich condition so as to prevent engine stalling, by increasing a supply amount of air by a prescribed amount, when an engine speed is decreased from a condition of exceeding a prescribed high range speed to a prescribed low range speed or less after a fixed time passes after starting an engine, when it is cold.
CONSTITUTION: In an ECU11 of inputting an on/off signal of an A/T switch, engine speed NE and an on/off signal of a water temperature switch, first a cooling water temperature is prescribed temperature or less, to decide whether the water temperature switch is opened or not. In the case of YES, after starting, in the point of time a time T passes, the engine speed NE is decided for whether exceeding or not a prescribed high range speed G1, and in the case of YES, the present engine speed NE is decided for whether it is lower than a prescribed low range speed G2 or not. In the case of a relation NE<G2, an icing measure is executed, to set an opening of an air bleed control value 12 to that increased against a preset opening, so as to increase a supply amount of air by a prescribed amount.
