To reduce pumping loss over all operating ranges so as to improve fuel consumption by controlling a throttle valve in a high opening condition regardless of an acceleration manipulated variable at the time of an engine low load or an intermediate load, and controlling valve closing timing and a lift rate of an intake valve so as to control an intake air rate.
In an engine 1 in which an intake valve 10 and an exhaust valve 11 are openly and closely driven by variable valve mechanisms 30, 40, a motor 18 for driving a throttle valve 17 and the variable valve mechanism 30 are controlled on the basis of a signal from an operating condition detecting means 66, and thereby, an air rate intaked to the engine 1 is regulated by the variable valve mechanisms 30, 40. In this case, when the engine 1 is driven with a low load or an intermediate load, a throttle valve 17 is controlled in a high opening condition regardless of an acceleration manipulated variable. When an opening timing of the intake valve 10 is fixed to a constant value near a TDC, a closing timing of the intake valve 10 is changed, and thereby, an intake air rate is controlled.
