A set rotation speed and an actual rotation speed are input in a controller 4. In a normal mode, a PID controller 12 calculates an output value to a fuel supply means of a marine engine 2 based on a difference between the set rotation speed and the actual rotation speed. The PID controller 12 also includes a fuel save mode for reducing a varying width in an output value per unit time compared to the normal mode. Detecting units 20, 22, 24, 26, 28 are provided for monitoring changes in a set rotation speed and an actual rotation speed. In the fuel save mode, when a set rotation speed and an actual rotation speed exceed predetermined conditions continuously for a predetermined time, the PID controller 12 is switched into the normal mode.
