PURPOSE: To hold a plurality of geostationary satellites, wherein a speed increase amount (NS coupling) in an east-west direction caused during execution of control of a south-west orbit can not be ignored, on the same latitude.

CONSTITUTION: Eccentricity vectors eA, eB, eC, and eD geostationary satellite are localized and a difference in the eccentricity vector between the satellites is set to a high value. Circles (a), (b), (c), and (d) to indicate the fluctuation range of the eccentricity vector fluctuated owing to the radiation pressure of the sun and NS coupling are not overlapped with each other and besides, and the circles are spaced away from each other so state that a shortmost distance between the outer peripheries of the circles exceeds a value equal to at least a most approach distance between the specified satellites.
