To reduce the processing time needed to create a new file.SOLUTION: An information processor 101 classifies servers 102 to 104 into groups G1 and G2 so that servers with similar response times form the same group on the basis of the result of measuring the response time that each of the servers 102 to 104 needed to response to a request.
