A plurality of kinds of control programs P for the vehicle are accumulated in the database 12. The control program adapted for each operator is set to the control device for the vehicle through the communication network by executing a condition input stage for inputting the condition adapted for the operator loaded on the vehicle from the terminal 4; a program retrieval stage for retrieving a control program corresponding to the condition inputted at the condition input stage from the control program accumulated in the database; and a program set stage for setting the control program retrieved at the program retrieval state to the control device.
