CONSTITUTION: A load judging mechanism part 7 is operated at a preliminarily decided constant time interval (for example, 1 minute interval). The load judging mechanism part 7 calculates the total value of the load information of entire CPU (CPU1-CPUn) of a CPU group 2 stored in a CPU load state table 6, searches the optimal load value (mean value) of each CPU by dividing the value into the number (n) of the CPU, and searches a difference (ratio) between the optimal load value (mean value) and the load information of each CPU.
