At this time, since the communication state is not established, the call meter is not driven. Next, when the second meter pulse is inputted to the counter COUNT, the counter COUNT is cleared temporarily and starts counting again. When the count value becomes t1, a terminal equipment A answers. At this time, the communication state is established, and the counter COUNT stops with the count value t1. When the next meter pulse is inputted, the call meter is driven after the delay t1.
