A portable device 1 carried by a user performs radio communication with an on-vehicle device 2 mounted on a vehicle 10 and a facility communication device 3 installed in a fuel supply facility 30. The facility communication device 3 transmits an inquiry signal for fuel supply to the portable device 1 on detecting the user operation or presence of the user. The portable device 1 transmits a start indication signal of fuel supply and authentication information of the portable device 1 to the on-vehicle device 2 on receiving the inquiry signal from the facility communication device 3. The on-vehicle device 2 performs authentication of the portable device on the basis of the authentication information on receiving the start indication signal and the authentication information from the portable device 1, then opens or unlocks a fuel lid of the vehicle 10 if the authentication result is successful.
