The control unit has an interface software storage means which incoporates interface software mediating between application software and an OS in an internal ROM, a CPU which runs the application software and interface software, a RAM which stores an arithmetic result, etc., an I/O for control unit extension, and an extending means which communicates with the memory, etc., through a bus or LAN, etc. Consequently, the control unit is easily adaptive to the increase in the number of input/output points and the addition of a function, the application software can permanently be used only by rewriting the interface software, and the need to remake a core unit is eliminated, so it is made easy to develop the control unit including programs.
