To provide a control valve capable of effectively preventing a valve function from being deteriorated due to frozen moisture adhered to a valve body and a valve port formed on a valve seat, capable of promptly warming the valve seat of the control valve when necessary, and capable of instantaneously actuating the valve, while allowing a system using the control valve to be instantaneously actuated, and to provide a fuel cell system using the control valve.
A control valve 10 includes: a heating space 92 formed between a valve housing 62 and a valve seat 24, in which a part of the valve seat 24 exposed in the heating space 92 is directly warmed by a heating medium fluid; a heating medium fluid supply flow passage 96 formed in a valve housing 62 and supplying the heating medium fluid to the heating space 92; and a heating medium fluid discharge flow passage 98 formed in the valve housing 62 and discharging the heating medium fluid from the heating space 92. A sealing part is formed to hermetically separate the fluid flow passages from the heating space.
