PURPOSE: To quickly detect the abnormality of a control circuit in a controlled part and to re-set to the state of the controlled part circuit before the control circuit is in an abnormal state even when a controlled package is unloaded or loaded when the control circuit is abnormal.

CONSTITUTION: A control part 1 is separated from a controlled part 2. The control part 1 consists of a control circuit 3 controlling the controlled part and a monitoring circuit 4 monitoring the control circuit 3. The controlled part 2 consists of a latch circuit 6 storing a control signal outputted from the control circuit 1, a selector 7 selecting either the output signal of the latch circuit 6 or the control signal, a controlled circuit 9 provided in a controlled package 8 controlled by the output of the selector 7, and a controlled part control circuit 10 inputting the output of the monitoring circuit 4, controlling the selector 7 and controlling the latch circuit 6.
