PROBLEM TO BE SOLVED: To recover efficiently converter exhaust gas containing a combustible gas in a high concentration.SOLUTION: A controller is for controlling operation of a converter exhaust gas treatment apparatus for recovering exhaust gas produced in a converter in a gas holder and includes a lower limit setting section which sets a lower limit of the concentration of a combustible gas contained in the exhaust gas on the basis of the storage amount of the exhaust gas in the gas holder and a switching section which switches between a recovery operation of recovering the exhaust gas to the gas holder and an emission operation of emitting the exhaust gas into the atmosphere in the converter exhaust gas treatment apparatus, on the basis of the lower limit. The lower limit setting section sets the lower limit so as to increase with increase of the storage amount, and the switching section causes the converter exhaust gas treatment apparatus to execute the recovery operation when the concentration of the combustible gas is equal to or higher than the lower limit and causes the converter exhaust gas treatment apparatus to execute the emission operation when the concentration of the combustible gas is lower than the lower limit.
