The mobile communication controller 30 is connected to a wireless base station by a 2nd transmission channel 60. The wireless base station is connected to a wireless mobile station by a 1st transmission channel (wireless). A 1st control section 36 changes a rate of number of time slots of incoming and outgoing channels of the 1st transmission channel on request from the wireless mobile station to control revision of a 1st communication speed ratio, that is ratio of the incoming channel to the outgoing channel of the 1st transmission channel. A 2nd control section 37 controls the revision of a 2nd communication speed ratio, that is a ratio of a communication speed of the incoming channel to the outgoing channel of the 2nd transmission channels 60, 70, on the basis of the revision.
