A controller 100 includes: a communication interface 170 for receiving the current position of the model device from the model device; input units 132 and 150 for accepting specifications of the area in which movement of the model device is permitted; and a processor 110 receiving a command for moving the model device, determining whether or not the model device exits the permitted area of movement as a result of the command, on the basis of the position of the model device, and transmitting the command via the communication interface to the model device when the model device does not exit the permitted area of movement and does not transmit the command to the model device when the model device exits the permitted area of movement.
