Also, a decision means for transmitting the abnormal water treatment data to the host computer when the continuing time of abnormal state is beyond the given abnormal state continuing time and releasing the abnormal state when the abnormal state is released after transmitting the data and the releasing time is already beyond the abnormal state release continuing time is provided.
