An exhaust recirculating valve 5 is arranged in an exhaust recirculating channel 4 as an adjusting element, and an adjusting element 7 is arranged to adjust opening of a throttle valve 6 interposed in an intake pipe 2. An adjusting element 8 for changing a geometrical structure of the intake pipe 2, an adjusting element 9 for adjusting a camshaft and an adjusting element 10 for adjusting a swirl valve arranged in a suction channel are provided. These adjusting elements 7 to 10 control a rotation sensor 12 and a travel pedal sensor 13 in time by considering respective reaction times by a control apparatus 11 for inputting an output signal, and control them so that filling reaches the target value at completely decided point.
