To improve the efficiency of service to a user while improving total throughput and preventing a Web server and a system from stopping by efficiently restricting access to a Web server having a high load in a network.
A convergence controller installed in an IP network previously stores a correspondence relation between IP addresses and host names and acquires the IP address of a Web server from a DNS server when a client sends a new request to the Web server. When it is decided that the Web server having the IP address is in a convergence state, a different IP address which is not in a convergence state for the same host name is retrieved from the stored correspondence relation and the request from the client is distributed to the Web server having the IP address.
