SOLUTION: This cooler operation controller 27 comprises a temperature sensor 31 for detecting a temperature of an electric motor M, a detected temperature judging unit 33 for judging whether the detected temperature exceeds a predetermined cooling start temperature or an operation stop temperature higher than the cooling start temperature, or not, and an operation controlling means 35 for operating a cooling fan 29 when the detected temperature judging unit 33 judges that the temperature detected by the temperature sensor 31 is higher than the cooling start temperature, stopping the operation of the electric motor M when the detected temperature judging unit 33 judges that the detected temperature exceeds the operation stop temperature, and operating a warning means 39.
