In the cooling base material 2, a sheath part is a cross-linking structure having sodium polyacrylate as a main component and a core part has a needle nonwoven structure containing 3 to 20 mass% of water absorbing fiber A to be acrylic fiber and 0.5 to 30 mass% of 1 dtex or smaller extra-fine fiber. The cooling material A comprises a surface sheet 11 and a reverse sheet 12, is provided with a breathable-waterproof cover 1 of a bag structure having tightly sealable opening part and the cooling base material 2. The cooling base material 2 is contained inside the breathable-waterproof cover 1 so that it can be put in and out of the breathable-waterproof cover 1.
