To provide a cooling fan controller capable of preventing the controllability of the rotational speed of a cooling fan using a viscous coupling from being lowered.
The cooling fan controller 8 has the viscous coupling 4 for transmitting a driving force of an internal combustion engine 1 to the cooling fan and a working fluid amount adjusting means 6 for adjusting an amount of a working fluid supplied into the viscous coupling 4 electrically to control the driving force transmitted from the internal combustion engine 1 and control the rotational speed of the cooling fan by adjusting the amount of the working fluid. Limit values on an upper limit side and a lower limit side are set with respect to the speed ratio being a ratio of input rotational speed to output the rotational speed of the viscous coupling 4 to control the speed ratio to prevent it from exceeding the limit values and the control rotational speed of the cooling fan.
