PURPOSE: To provide a cooling and heating device which is constituted not only to perform local heating of an existing housing but also central heating of a newly built housing and local cooling and central cooling by joint switch by re-utilizing waste chaff when resource-saving and energy-saving are loudly cried these days.

CONSTITUTION: A coal smoking device is arranged in a box type body 1, a chaff charge port 3 is formed in the upper part of the body, an ignition port 4 is formed in the lower part of the body, an air amount regulation and scrape- out port 5 for ash is formed in a lowermost part, and a conduit 6 is arranged at the periphery of a coal smoking device 2. A well 7 is dug in the vicinity, water serving as a medium is circulated by a pump 8, and a device is provided to perform combinedly cooling and heating through a heat-exchanger 9.
