Based on the fact that clusters of molecules in active water are broken to pieces, and its thermal conductivity is higher compared with a state that molecules are clustered, it becomes possible to increase cooling efficiency by applying this to a line of a water cooling system of a large-sized high-output water-cooled motor 1 for use in electric automobile and the like, and by fragmenting or/and activating the clusters of cooling water, antifreeze solutions and other liquids. In the active water, since the clusters of molecules are small and more uniform, loads of a circulating pump 3 become significantly light to allow an increase in flow velocity, and thus heat dissipation per unit time can be increased.
