PURPOSE: To relieve positively pains caused by a rise in temperature by walkers on a promenade in a park or on a passage of an exposition site or visitors to a building set up in assembling facilities or visitors who are enjoying a monument by reducing an initial cost and a running cost as well.

CONSTITUTION: An enclosed water tank 3 is installed, which is located at a site next to the rear side of a ground surface 1 forming a water layer 2. A fountain pond 4 is installed in communication with the enclosed water tank 3 while there are provided a circulation pump 5A, a suction pipe 5B which communicates a suction opening of the circulation pump 5A with the inside of the enclosed water tank 3 and a discharge pipe 5C which communicates a discharge opening of the circulation pump 5A with the fountain pond 4. A ground surface 1 is cooled with a circulation means 5 provided with a fountain nozzle 5D installed to the outlet of the discharge pipe 5C by circulating water W forming the water layer 2 in the enclosed tank 3 with water W stored in the fountain pond 4.
