To provide an apparatus and a method for removing heat from a device for generating heat.

An apparatus and a method according to the present invention, preferably employ an electro-osmotic pump that can obtain high pressure and flow without moving machinical components, generating uncomfortable electric or acoustic noise, and deteriorating reliability for the pump. The electro-osmotic pump preferably improves its performance and efficiency and, is composed of a material and a structure capable of reducing weight and production costs, in comparison with currently available micropumps. The electro-osmotic pump preferably can recover generated gasses and deposited materials, and implement a closed loop operation over a long period of time.
