PURPOSE: To prevent the occurrence of a seating sound at the time of closing a valve by fitting a throttle mechanism for restricting an amount of fluid leaking from a cylinder after the closure of a fluid feed port therefor with a control valve.
CONSTITUTION: When a piston 7 retreats to the prescribed position at the time of valve closing operation for stopping the feed of cooling water, a fluid feed port for a cylinder 1 is closed with a control valve 13. As a result, the inside of the cylinder 6 falls in sealed state, and the retreating operation of the piston 7 is braked, due to a fluid sealed in the cylinder 6. Also, the fluid in sealed state leaks from the cylinder 6 by such an amount as corresponding to a leak amount restricted with the mechanism 15. Thus, the piston 7, after braked, travels at a slow retreating speed until arrival at an end position for closing an open/close valve 4. According to this construction, the occurrence of a seating sound due to the sudden closure of the open/close valve 4 under water hydraulic pressure can be prevented, due to the action for braking the operating speed of the piston 7 over a range from the prescribed position to the retreat end position.
