To provide a cord binder and a cord binding method by which a plurality of cords are arranged to be put together by simple operation and its appearance is improved.

The cord binder is constituted of a cord housing tube 1 comprising a strip-formed material made of an elastic synthetic resin, and a code binding tool 2 by which the plurality of cords are housed. The cord binding tool 2 includes a pair of semicylindrical cord inserting portions 3, 3, a handle 4 integrally formed on an upper part of the cord inserting portion 3, a tube inserting portion 5 integrally formed on a lower part of the cord inserting portion 3 and a spring 7 placed on side walls of a pair of the cord inserting portions 3, wherein a pair of the cord inserting portions 3,3 are arranged to be rotatable with a fulcrum 8 as an axis.
