To provide a cord-like heater having high flexibility and improved workability, and a planar heater using the same.
This cord-like heater 10 has a plurality of conductor strands 5a coated with insulating coats 5b, and the insulating coat 5b is made of a fluorine resin. The conductor strand is made of a hard copper wire, a hard tin-copper alloy wire, or a hard nickel-copper alloy wire. The conductor strands 5a are wound around core wires 3 in an aligned state. An insulating material layer 7 is formed on the periphery of the conductor strands 5a, and a part or all of the insulating material layer 7 is made of a thermal fusion material. The thickness of the insulating coat 5b is 3-30% of the diameter of the conductor strand 5a. This cord-like heater 10 is disposed on a base material 11 in the planar heater.
