PROBLEM TO BE SOLVED: To execute fast and stable carrier synchronization even in the state of a low C/N by reproducing a carrier wave through the use of bi phase shift keying BPSK including a carrier synchronization auxiliary signal distributed within a packet among phase shifting signals to be time-division-multiplexed.
SOLUTION: A synchronization auxiliary signal generating part 20 generates a signal helping carrier synchronization to input to a second BPSK mapping part 21 to map to make the code arrangement of BPSK and then the signal is outputted to a multiplexing/quadrature modulation part 19. The part 19 sets a frame synchronizing signal, a transmission multiplex control TMCC signal, which are given BPSK by a first BPSK mapping part 16, the packet group of high hierarchical signals given eight phase shift keying 8PSK by an 8PSK mapping part and the packet group of low hierarchical signals given BPSK or QPSK by a BPSK/QPSK mapping part 17 to be a unit so as to time-division- multiplex and time-division-multiplexes so that a carrier synchronization auxiliary signal may be distributed within the minimum unit packet of modulation system switching, to make a communication frame.
