On the downstream side end section of a liquid flow passage 31 in the tank 17, a semi-permeable membrane 39 such as a non-woven fabric is installed, and in addition, a porous body 43 is installed on the front side of the membrane 39. After the water W which is pressurized by operating the pump 51 has passed through the semi-permeable membrane 39 while dragging air into the liquid flow passage 31 from an air flow passage 35, the pulverized water is jetted from numerous pores of the porous body 43.
