To provide a cosmetic powder-puff which is formed in a puff shape by polishing a surface of a foam, which hardly causes the adhesion of abrasive powder and dust due to static electricity by suppressing the static electricity generated by friction during the polishing and transpotation of the foam, and which facilitates the removal of the abrasive powder and the dust.
In this cosmetic powder-puff composed of the foam with the polished surface, the surface resistivity of the foam is decreased by adding an antistatic agent to the foam, so that the static electricity can be hardly generated during the polishing, transportation, etc. This suppresses the adhesion of the abrasive powder and the dust, and facilitates the removal of the abrasive powder and the dust by weakening an attractive force acting on the abrasive powder and the dust due to the static electricity even in the case of the adhesion of the abrasive powder and the dust. Preferably, the surface resistivity is set to be in the range of 107-1015 MΩ, in terms of the anti-adhesion effect of the abrasive powder and the easiness of the removal of the abrasive powder adhering to the puff.
