Abstract:

To obtain a composition which abundantly contains a component effective for the skin, is highly safe, makes the skin smooth and has protecting action on the hair, a cosmetic, a medicine, a quasi medicine and a bath medicine having these functions.

The cosmetic composition comprises a fermented astringent coat of chestnut or an extract of the fermented astringent coat of chestnut. The fermented astringent coat of chestnut and the extract of the fermented astringent coat of chestnut have highly bleaching effect, antibacterial activity, collagenase inhibitory activity, elastase inhibitory activity, antioxidant activity, lipase inhibitory activity and antimicrobial effect and is mixed with a cosmetic, a medicine, a quasi medicine and a bath medicine to bring about useful effects.
