To obtain a cosmetic excellent in ageing stability, touch and usability by adding three to five kinds of specific components to three components comprising a silicone oil, an oily component and water.
This cosmetic comprises (a) a silicone oil (5-30wt.%), (b) a polyoxyalkylene-modified organopolysiloxane surfactant having a HLB value of 3-13 (1-30wt.%), (c) a nonionic surfactant having a IOB value of ≤45 degree (0.01-10.00wt.%), (d) an inorganic powdery material (1-40wt.%), (e) an oily component (0.01-20.00wt.%) and (f) water (1-70wt.%). A lower alcohol and/or a vegetable oil (0.001-20wt.%) are preferably further added to the system. The component (d) is preferably zinc oxide-encapsulated silica having a particle diameter of 0.01-10μm, superfine titanium dioxide having a particle diameter of 0.001-0.10μm, etc. The vegetable oil is preferably an oil extracted from a plant such as Scutellaria balcalensis, Lithospermum, Matricaria chamomilla, Gentiana lutea, Phellodendron amurense, aloe or Glycyrrhiza glabra.
