To efficiently use the storage areas of a storage means when obtaining a count value for recycling and a count value for replacement.

A storage means 10 has a count area 10 which forms a counter 12, and a storage area 10B in which one count value can be stored. The counter counts aggregate count values F(x) for a first event. To count the partial count values M(x) for the first event, the counter stores the aggregate count value obtained at the start of counting into the storage area, and continues counting. Thus, the partial count value can be obtained by computing using the aggregate count value and the initial value stored in the storage area.
